    2006 IRC - M1305.1.3.1 Electrical requirements: A luminaire controlled by a switch located at the required passageway opening and a receptacle outlet shall be installed at or near the appliance location in accordance with Chapter 38.

    The outlet is intended for plugging tools in for service/repair/replacement, and, yes, they could also plug in a light.

    Remember, the water heater must be within 20 feet of the access, so a minimum level of light should still be present anyway.

    Would the outlet for the furnace suffice for the water heater when the furnace is located about 8 feet away from the water heater?
    I would say yes because the receptacle for the condenser unit outside must be within 25 feet (a typical extension cord length), so, within 8 feet should work and be okay. The code "at or near", and 8 feet fits the "or near".
