Well ... it *is* "allowed", but no self-respecting electrician would install that for that purpose.
None of the electricians commented on the bend being too sharp at the bottom where it comes out and then goes up?
The bottom part, being as it 'does not' go into the ground, but just enters the crawlspace, is "okay", but again, no self-respecting electrician would use it for that.
Looks to me like somebody went down to the local Big Box store and bought a roll of FNMC and figured it would the the easiest and cheapest way to get from point A to point B. I think they goofed on "the cheapest way", but it probably was the "easiest way".
But it really is not 'to' the service equipment, it is 'from' the service equipment to the panel(s).
See that power company lockout device? Apparently had problems with, or suspicions of, people stealing power in the past.

The first thing that caught my eye was that excessive bend.
First thought was, not a *professional* install.
