Default improper handle tie on different amp breakers

never seen different sized breakers tied together. I am guessing this is not allowed or logical?

Neither allowed nor logical. Also, proper handle ties are required, not just 'bent copper wire'.

I'm wondering if they meant to tie the 2-20 amp breakers together. It would still be wrong with that copper tie, but at least the breakers would match.
