Need to add another circuit, but no space to add another breaker? No problem!. See pic

Have a big hole in your roof? No problem!
Or, is this a new type of solar tube?

    Terry,

I'm sure you also wrote up the bare ground in the same terminal with the *black* neutral ... and the NM cable sticking through the back of the enclosure where the yellow caution sticker is ... and (of course) the multiple tapped red at the breaker ... not to mention the two whites taped together like that ... and what appear to be cut off conductors in the cable coming in the bottom center ... or the cut off and left hanging loose ground conductor from that cut off cable ...

Oh, forgot to mention. Though I did not see any inspection sticker, I was told by the owner that both the city inspector and the state electrical inspector went through the house during his remodel. I suppose its possible that they only looked at the new main distribution panel, and not at the service entrance (the pic). Knowing the state electrical inspector (now retired thank heavens), I could almost believe it.
