non service panel / insulated grounds
if a couple of ground wires are connected with the neutrals, but the grounds wires are coated in plastic, is that still a problem?

Grounds are connected together in the service equipment panel only. Insulated or not, if it is not SE, then the grounds need to be isolated. It is not a matter of insulating, it is a matter of the path of the current.
