Grounding Rod "OMG"
I can imagine this conversation happening on the jobsite:
Electrician to Journeyman: "The stairwell is going to be right here, so I need you to place the GR where the AHJ will see it"

What is there,about 3 feet or so in the ground??? All I have to say it's not kosher.
Time to drive 2- ALL THE WAY into the ground since 250.56 would come into play ..... May not have been required when it was done, it will now.

Or ... abandon that one and drive in one new one ...
... being as that one is not even considered as 'being there'.
