I think that rather than "what is this" the question should be "what was this".
Looks like a bracket that is no longer being used. Kinda looks like for a video camera, but could be anything.

My CWAG would be a rain sensor for a sprinkler system that is missing the tub that holds the water where the two electrodes are sticking down.
