Weird wire attachment in FedPac
Jumpers from one breaker to another appeared to be welded or even glued on. I hope someone has seen this and it is made that way. Comments needed.

That's one version of a split bus panel.

Did you treat that as service equipment, i.e., no more than 6 breakers to remove power, neutrals bonded to ground, etc.?

I guess I should add ... not that it matters, it's an FPE after all ...

Thus it needs to be replaced.
