2006 IRC E3801.6 Bathroom

"At least one wall receptacle outlet shall be installed in bathrooms and such outlet shall be located within 36 inches of the outside edge of each lavatory basin."

hmmph.
On further reflection and research it appears that "36 inches of the outside edge" means in either direction? Not just to the right of the right edge or left of the left edge? Seems dumb to me to have a receptacle behind the sink.
