Load side panel close to service equipment
"Load side" panel 18" from service equipment, connected to it by conduit. Both neutral buses bonded to panel. Is there some sort of exception that makes these both part of the "service equipment" due to their proximity?

Now the above is an extremely dangerous quote Michael because *anything* you call out could come back to bite you on this (or any other) inspection!

Its just part of putting your pants on one leg at a time and going to work each morning as a home inspector within our litigious society.
