Protection of wiring in the attic - InspectionNews

Long time reader, newly started posting messages. Got a question for the gurus.

"All wiring to be protected within 6 feet of attic access."

Just wondering if this is IRC or NEC code?

Electrician ran the 240 volt romex wire (feeding HVAC) next to the attic acces laying over the joists. Romex wire is perpendicular to ceiling joists so joists can't be used as running boards.

Do you guys write this up?
What is the proper repair?

E3702.2.1 Across structural members.
Where run across the top of floor joists, or run within 7 feet (2134 mm) of floor or floor joists across the face of rafters or studding, in attics and roof spaces that are provided with access, the cable shall be protected by substantial guard strips that are at least as high as the cable. Where such spaces are not provided with access by permanent stairs or ladders, protection shall only be required within 6 feet (1829 mm) of the nearest edge of the attic entrance.

I'm sure this is in the NEC too somewhere. Don't have the NEC infront of me right now to quote it.
