If there are fuse's in the disconnect then it would be an over current device.

You are, of course, correct *IF fused*, however, that photo looked like it was just a non-fused pull out disconnect. Meaning NO overcurrent protection.

Dan,
Those whites look like the neutrals of the black & white circuit passing through. At least that's what I took them to be.
Which is one of the very reasons the whites are required to be "permanently reidentified by painting" or other effective (permanent) means *IF* they are part of a 240 volt circuit and not the neutrals for a 120 volt circuit.
You'd need to ask Jeff if he checked that as we cannot tell from the photo.
