Yes, they need lights. The lights may be automatically controlled, or switched. AND- in the last few years .... new commercial occupancies (with more than one exit) are required to have the "means of egress" (the light outside the door) to have emergency power as well.
(That requirement may be met by a separate fixture).

and don't forget those illuminated EXIT signs over the exterior doors. Wouldn't want a burgular or arsonist to get trapped in a building and can't find their way out.

Seriously, business owners have been sued for such BS.
