Open knock outs in j-box and panel.
debris in panel.
Double lugged breakers - looks like.
Can't tell - Are breakers rated for aluminum, Is wire size correct?

Appears that there is a meter next to the panel. There should be a main breaker. The aluminum wire is blistering. Overload. The panel is in hazards conditions. Recommend that the panel be Ungraded and that an Electrical Contractor may further evaluations.

Non-weatherproof box and cover not rated for use outdoors and installed outdoors, also has open knock out - replace with weatherproof box and cover approved for use outdoors (i.e., in "wet locations").
Is that asbestos cement siding shingles?
Service equipment has melted insulation which indicates overheating, typically caused by loose connections.
Service equipment currently has 5 main breakers and space for one more, make sure not to install two breakers in the remaining double pole main breaker location.
Open knock outs in service equipment has allowed animals/birds to bring combustible debris into the enclosure, combustible debris is in contact with, or close proximity to, energized components - this could lead to fire or electrical shock. Open knock out into wall cavity allows animals/birds to enter into the wall cavity.
What appears to be the grounding electrode conductor is bolted together - if this is the grounding electrode conductor this is not allowed until after the first grounding electrode,
That will do for starters to get and electrical contractor out there to correct everything you listed, and everything they find, and everything they create while making corrections.

Breakers installed with "on" in the down position.
I like Scott's but always find it necessary (in my own mind and in good reporting practices) to expound a little bit on "why" it's a fire hazard.

It looks like a NEMA 3R box mounted sideways. It's made to be mounted verticle...not horizontal.

The photo was just taken sideways. The box (enclosure) is installed vertically - look at the grain in the siding.
I know, photos should always be taken with 'up' being 'up', or, when trying to fit more into the photo, rotating the photo before using it anywhere so that 'up' is 'up'.
