No, you just said it was "listed metal".

It is for the phone.

I would say something like 'Have telephone company come out and remove unapproved enclosure and terminations for phone system, then replace with proper approved telephone system enclosure'.

There already is a proper enclosure down below, I suspect all of this could be removed and the phone wiring made up down in the proper enclosure.
