Exterior lightswitch with an exterior type switch cover, but it was only about 8" from ground/grade. Is there any height requirment for exterior switches? Not even sure what it was for, irrigation well pump maybe.

no minimum requirement only a maximum of 6' 7" and where you live work and play is not important to me!
It does help to answer certain questions if you know what part of the country people live in. Insulation, ventilation etc. Some people post questions and never return and a possible lively discussion could be thwarted due to lack of location.
