Yes and no. Yes, your intent is correct, but your wording is not.
Try this: "the telephone equipment should be bonded in the service grounding system (i.e., the ground rod, grounding electrode conductor, etc.), not have a separate ground rod." It does not have to be at the service panel, just to the service grounding system - the service panel is just one acceptable location for it to be so bonded.
I think they did it because the panel was on the opposite corner of the 5000 SqFt house, about 200 feet away.

Yeah, they always use that as an excuse. Does not make it correct, but that has always been their excuse.
