But they might have read that caution ... there 'were' (at one time) breakers at those labeled locations with the missing twistouts.

What the label apparently should have continued to say was: If a twistout is removed for a breaker, then that breaker is removed, install a twistout closure plug.

Then again, no one read a caution statement which is too long. If it says FIRE!, or Risk of FIRE!, DANGER!, Electrical Shock!, or something short, maybe we will read it, but start making it too long and it becomes just 'informational'.

Ever read the side effect warnings on medications? How many times have you had to re-read it just so you could read the entire thing and make sense of it?

Me, if it does not state something really bad near the beginning, it's not really bad. Most of the few (very few) I've read have the 'bad stuff' first, and the 'real bad stuff' in all caps. I once was given a prescription for pain in my foot, the side effects started off with "RISK OF DEATH" - yep, the first thing, and in all caps ... nope, I did not take that medicine.-, nor did I need to read any further.

Jerry, you're right, there were breakers in that panel at one time, then at some point a sub panel was added in a different location. The branch circuits were then wired to the sub panel.
So I did cheat a little, but I thought it made an amusing photo.

It was a great photo.

It also pointed out a very common, and very potentially dangerous, condition - missing twistouts or missing plugs/covers.
