any suggestions for this exposed feeder
is putting this in a raceway going to be a good repair?

Yes, in PVC, and abandon that opening through the sea wall and have it come up out of the ground behind the sea wall and over the top of the sea wall.

Then seal up that hole. That could be a rusted off metal conduit, which will only make the above a bit more difficult (except that I don't see the tell-tale rust signs from rusted out metal conduit).
