Sump pump would indicate it's not required if in a basement or crawl space but exterior outlet should be GFI.

Does the sump pump exclusion from GFI protection apply to an outdoor outlet?

Sump pumps are not excluded in the basement or crawlspaces either, since 2005.

Yes, the sump pump requires GFCI protection outdoors too.
