Light fixtures, yes.

Receptacle outlets (and switch) covers come with a gasket behind them to seal them to the wall.

Two reasons:

1) To keep water out of them. This would be part of their listing and labeling.

2) To keep air infiltration/exfiltration down to a minimum. This would be in the energy codes.
