Notched stair stringers
Are these notches permitted? Can't cite reference for lazy builder who didn't splurge for the angled stringer hanger. TIA...

Since you mention 'builder', I'm going to assume this is 'new'. If in the City ALL of it isn't allowed, period. Does not meet current requirements. If in the burbs unlikely to be allowed.
- cutouts for treads overcut - see little X at bottom of tread to riser
- no joist hangers
- tops of stringers notched providing less than full support
- deck joists notched and not fully supported
- don't see a whole lot of nails there
- don't see a bracket at the ledger/rim joist to the post
- what's up with the scab joist at the post
- since the post is painted, is it old, what is it resting on, bottom rotted?
- did he get a permit, I doubt it
- why is there a 1x under to outside stringer going to a joist hanger? My guess is they really cut the crap out of that stringer and the 1x is their fix

I hit it pretty good but it's nice to hear the confirmation that once again, our fair city builders are doing their best.

Wow, they really suck.
In cases like this it helps to either add a link to or a pdf of the porch requirements from the City's website. Makes the client very aware of what is required and shuts the builder up.
