what is this some kind of vent on this plaster exterior wall in garage attached of a 1945 home California, anyone see this before ?

I have seen similiar items installed on garages, is there a fan in it? It looks like a commercial fan installed in the garage to exhaust gasses, paint, sawdust etc.

It is an exhaust fan. You see them on restaurants, etc. What is on the other side of the wall?
