Default Brick Veneer Exterior Wall 90 deg inside joint

Envision two exterior walls coming together with an inside corner (at an entrance door). Every home I have inspected has either mortar or a flexible sealant at the joint. A new home I am inspecting in the county has neither. Builder says show me where I have to have a seal. I have never inspected a home without one. I thought it was common sense. Can anyone provide the applicable code reference?
I gave a cursory look at the Brick Industry Association site, but didnt have time to go through the whole thing. First time I have every came across something like this.....

Thanks for any help you can offer. You will save me some time and trouble for sure.
