    Default what is this assembly?

    This is 1996 townhouse with underground parking. I do not know what is this on the siding.

    A damper or a security assembly?

    That is a photo cell, most likely for turning security lights on and off.

    the same building, visible drain tile is cast iron which goes to underground parking. any advantages of cast iron? never seen this before.

    Only thing that comes to mind with that being cast iron is that the gutters are draining into the building sewer piping as it exits from under the building - if that is the case that is not allowed.

    1996 TH, I do not think it has combined drain. probably for fire stop consideration
