    Default 2009 IRC basement egress window

    Anybody around this morning, I'm trying to finish up a report and need IRC help.
    Builder built a 42" fence around the ladder that comes up from the basement egress window. Once you climb up the ladder you have to climb over the fence. Doesn't seem legit. I have seen gates installed previously.
    Anybody know where the egress window req are in the 09 IR?
