    Right out to where they can grab onto the overhead service and end it more quickly than the fire would have?

    If they make it that far; a fire on the second floor would cause that window to blow and the stairs to catch, wouldn't it?

    It actually works as an exit from the third floor, it gets you to the same place as exiting through the second floor window.
