    Default Expansion joint question

    DSC08086 [800x600].jpgI have seen this before but am wondering why do they often stop an expansion joint before the foundation ?

    The one I was looking at had cracks forming as a result from the bottom where they end .

    Why?

    I suspect it is because they do not grasp the concept of what expansion joints are for.

    See it often and figured there might be some actual reasoning.
    Both side walls were the exact same.
