    The 2" clearance, no.

    The foundation weep screed along the foundation, yes.

    Proper screed along the brick, yes.

    But 2" clearance, no.

    That would just expose framing, or siding, or sheathing, or something.

    You need the 2" clearance above a roof, etc., but, for a foundation, you want the stucco/metal lath/paper/paper/sheathing/foundation weep screed to extend over the foundation/wall joint.

    With the vertical side, you want the screed to be adjacent to (approximately 1/8" - 1/4" from) the brick/wood/whatever to allow for a caulk joint from the screed to the other material. The stucco is plastered up to and into the screed, leaving the 1/8" - 1/4" joint open to accept the caulk/sealant.
