Any other pics? Is that a walking surface above? If so it should be built like a Deck with all the attachment details you would call for a deck.

That is just a lattice cover it does not have to support anything but the lattice, so I see nothing wrong with toe nailed braces. I doubt any one can find a code that states other wise. The posts saying other wise is just opinions in my opinion.

Zibby, I believe that "deck" which looks like a roof is called a pergola.

As for the air handler "corrosion noted on exterior cabinet of air handler beneath suction line". If it doesn't seem to be causing any other type of problems, I don't know what else can be said about it. The corrosion appears to be the result of likely condensate leaks off the suction line. If it leaks and it is wet, it needs servicing.

Tony makes a good point. I wouldn't have a problem if they used thumbtacks to secure the joists. In fact, I just saw a house this week where I advised my buyers that the front porch roof shingles were secured down with the wrong flavor of bubblegum and that they didn't use enough paperclips on the roof decking.

I agree since that there isn't much besides plant load, I wouldn't be too concerned about joist hangers.
However, I would call for bolts into the wall through the ledger board to hold the whole thing up.

I've seen some well developed wisteria vines that could put significant stress on something like that.
