Missing mortar at weep?
Unless new practice, haven't seen this before.

"Insect guards" there are many different products available.
The favorite around here is Great Stuff and caulk
Then they call for other specialized inspections to take care of the problems they created, cha-ching

Those are manufactured 'weeps' for that specific use. They are approved for use. They are designed to allow greater weeping than from a standard 3/8" weep hole, and, if some mortar is inadvertently dropped behind then, they do not clog up immediately, as does a 3/8" weep hole.
If you see those, the mason may have also used something like this MORTAR NET .

Hello Ross,
This product also allows air pressure to equalize behind the brick and therefore not push (or suck) water through the wall. The "rain screen" wall design. THis is an improvement over cotton weeps and is rarely seen in chicago except on commercial jobs.
