Maybe they were planning on installing gutters and running a downspout into the drainpipe/under the concrete and away from the house??

Additionally, I am sure you got the units too close to each other, with the service side not at least 36" from the wall, and possibly under the roof runoff, along with probably not being anchored down properly, and being on flotation devices, and ... what's that pile of dirt up next to the wall at the right edge of the photo, and ...

Yeah, that's what I kind of figured. It's a horrible installation because the pipe has completely colapsed. They should have used pvc instead. It'll be impossible to clean out.
