Most likely would be a local ordinance if at all for the railing and the path. Once you get outside of a home like in the yard, codes have little saying on landscape issue.
Most boat docks that I have seen do not have a railing, makes it kind of hard to tie up the boats. Lakes and ponds do not need to have a fence around them last time I checked. But again, your local AHJ might see it different.
