They should be hot dipped galvanized and if that is treated wood they need to be approved for use with treated wood.
Pic 2 & 5: How far should the foil tape extend out of the stone? This one seems too short.
As far as I know this is not an approved flashing method.

I guess it could be called a brace.
Pic4: The bolts for the guardrail are not loose , however, they are installed at angles. Would you write it up as a defect?
If the guard rail was stable that is about all that you can ask for.
