    Owner was there and when I said, "you gotta be kidding me" he actually looked at me and said, "WHAT?"

    That looks like more than just a plain handle. I think it's supposed to be a foolproof safety device. The damper is probably spring loaded, and when this release link burns through, the damper springs open.
