Outlets provided by the mfr inside the Fp are required to be part of the listing. As long as it is installed in accordance with the listed instructions, it is compliant.
Most mfrs. now state the gas line should be electrically insulated from the outer wrap of the fp. Also, sealing that knockout will minimize cold air infiltration. Some mfrs. spec. how to do this while others are silent. Most don't have a problem with minimal ceramic fiber insulation packed around the pipe. Foam is a definite no-no. Foil tape comes loose after the acrylic adhesive cooks off.
Keep the fire in the fireplace.
