It appears to be a step-down transformer, most likely to 24 volts, but a label or testing would confirm that. Low-voltage wiring is OK as-is, but should probably be secured better.

Correct wiring, exterior mounted bell transformer.
John you did know what it was for right? Just wanted to know the name of it?
