Damper
Recently inspected a house that had a single thermostat but had a switch on the wall outside the furnace room labelled "damper" with three settings: 1,2 and 3. Anyone seen anything like this before? Any suggestions on how to report on something like this?

Sounds like a zoned HVAC duct system. Did you operate the damper while the A/C was on the determine if you were getting an increase or decrease in air flow to a certain section of the home?

Sounds like remotely operated HVAC damper is not operating properly. Did you happen to spot a damper control unit on any of the duct work?

No. Where would I look? The only accessible area would be immediately next to the furnace

Is there ducts in attic or just between floors? Of course if it doesn't work it doesn't work. Sounds like you are- Unable to determine that HVAC Damper System is functioning properly...... You can Google Remote HVAC Dampers to get a better idea of what you are looking for. You could call your local HVAC Tech to see if they have ever come across such systems..
