Scientific Atlanta DCU-S2100 Control
Scientific Atlanta DCU-S2100. Disconnect for AC has "10 Min Delay" written on cover of disconnect panel. Can't find anything on the net. What am I looking at here?

That device is so the utility company can reduce the power to the unit during power shortage. These were big 15-20 years ago, I have not see a new one installed in ages. They are owned by the utility company.

As long as the unit runs normally, just mention the presence and let it go.
The unit belongs to the power company (see the seals) and nothing is serviceable inside. If it malfunctions in the future, it is easily defeated inside the outdoor A/C unit control wiring by any tech. Tell the home owner to contact the power company to see if they are still getting any preferred billing and request it be removed if it is no longer in use by the power company.
These used to be popular around here on water heaters, but A/C is considered essential and the power company would be shot on sight for turning off a Texans A/C just to avoid a blackout
