Is this a sure sign that the installer is a moron?
I see this occasionally and wonder why.

If you're referring to the disconnect being removed and covered, this is usually when there is another disconnect in the room, such as where it used to be oil fired. Rather than putting in a single switch 4x4 plate or a single duplex plate for a switch/ outlet combo or even a single switch beside a duplex outlet, they wimp out and just cover it. Sad thing is, aside from making it far less service friendly, they could have put a service outlet there. Betcha' there's not even one outlet within the 25ft. as required. Yes, very lazy and dopey.
Now, add to that the improper pressure relief discharge and we're working on this being a hackasaurus. What else is goofy on this install? More pics?
Keep the fire in the fireplace.

I think he is referring to covering the data plate with the electric box.
I've seen it a few times this last week on roof top package units... grrr.

Yea, that's it. There was a disconnect switch, and the pressure relief valve extension is wrong, which is common. But even if you have no clue how to install something, you should at least be smart enough to realize that covering the data label is probably not a good idea.
