Default Low voltage cable coming out of AC compressor

I was sent this picture today from a friend who looked at a house he is thinking of buying. He said the owner told him that the AC compressor was manufactured in 1995. Recently (from the looks of it) a cable has been added that goes into the compressor and back into the house. That is all he knows. Any idea what it might be?

Looks like they replaced that part of the thermostat cable - was probably damaged by sunlight, weed eaters, animals, etc.
