Are dampeners needed on all boilers inside the home? I came across a boiler that had solid piping coming off the boiler through the roof.

We'll need more info please. Type of fuel, age of unit, metal vent or masonry, length of chimney,etc. Is it a single family res? Water for heat or ..?

Sorry. It's a Wellmclain, aprox 1989, oil fired boiler. In a single family home two storys located in basement

A damper is a good idea but it doesn't have to have one. Back in 89 a damper was still more of an 'option' item for many WM boilers. Some of the larger size boiler didn't allow for dampers.
You could run the model # and see if a damper is an option for this boiler. 89, I doubt it has a built-in control circuit. Installing a relay and damper is pretty easy for a good HVAC tech.

It should however have a barometric damper.
