A damper is a good idea but it doesn't have to have one. Back in 89 a damper was still more of an 'option' item for many WM boilers. Some of the larger size boiler didn't allow for dampers.
You could run the model # and see if a damper is an option for this boiler. 89, I doubt it has a built-in control circuit. Installing a relay and damper is pretty easy for a good HVAC tech.
