wall padding? / what is this?
This was located above 4 a/c condensers on a wall between two houses. Never seen one of these before. Is this for noise absorbtion?

You got it - Sound Absorption.

Not sure what rest of wall area was or windows in the area, but that blanket/padding will do a good job of sound absorption to keep the sound waves from bouncing/echoing back/forth between walls.
