Deposit on boiler vent
15-20 YO gas fired boiler, at time of inspection my smoke pen found a good draft at the hood and no indrawn air at the junction of the boiler and the vent pipe. Nothing else on this flue, could not get look down from the top as the roof was not walkable on the day of inspection. The deposits are brittle and tar-like - not at all like "scorching" In the fist pic you can see a piece I flaked off with a fingernail, The sellers recently had the boiler serviced, supposedly no comment from the HVAC tech on the deposits.

Suggestions as to what's happening here?
