MF: Far too common around these parts. It seems that the cable and telephone companies must provide classes for their installers on how many ways one can violate the NEC.

Neat and workman like manner. But thats a far reach to enforce. One persons mess is anothers neat work. There is no definition to neat and workman like manner.
But I agree it seems that the cable companies around my area do not have a clue on how to do it neatly.

Looks like all the home runs were routed to the exterior instead of to the interior like usually done with just one cable going to the exterior.
