Home built in 2009 with no attic insulation
2009 build on the home. No insulation in the attic... The buyer wants to know just how that slipped by everyone...
Sadly enough, I had to tell him that I normally see that about 10-12 times each year...

Its so bad around here I'm actually surprised when I do find R30-R38 ceiling or roof insulation. That is rare of course. I see new rehabs and new construction with either the 50 year old loose fill remains or R13 batts all the time.
Great way for the contractor to save money. Great way for a homebuyer to pay out boat loads of money in utility bills.
Just another of the boilerplate recurring issues.

Around here, the AHJ signs off on the insulation for n/c by viewing the work from the floor beneath the scuttle hatch, they don't climb ladders (well, a few do, but they apparently are supposed to). Also, the vast majority of n/c homes aren't inspected prior to closing by a private inspector.
