filter at spa?
this was installed behind the spa and water fall. it is partially buried? It looks like some type of filter. Any thoughts ?

It looks like the indexing valve for an in-floor pool cleaning system. Did you see pop-up spray heads on the floor of the pool?

yes i did actually. How does that thing work? is it something that needs to be opened for cleaning? or is it being in the ground a problem?

Yes, you need to be able to service the valve. There's a whole gaggle of parts in those valves, along with gaskets, o-rings, etc. As long as the top part of the valve is above ground, the internal mechanism is accessible for repair.
As far as operation goes, there is a disc inside with 4, 5, or 6 ports depending on the model. A spring loaded rotator or gear driven assembly advances the active port to allow supply-side water to activate the pop-up cleaners on each zone. It works very similar to an irrigation system, including the indexing valve. And the floor heads need repair or replacement from time to time as well.
