    Water heater vent pipe piped through an old (not working) gas heater to the exterior.

    Looks like it almost negative ? May be the photo.

    I don't see any reason. It's off. Not working... Same thing... Its off...

    Should the unit be removed ? yes. all connection capt off? yes
