    The upper portion was done incorrectly, which means the lower portion was done incorrectly as well -- So they'd probably be better off if they did eliminate it.

    There should be a 2" cleanout located under the 2"x1-1/2"x1-1/2" Sanitary Tee and since this is below the flood rim, the upper radius should be constructed out of drainage fittings -- A medium sweep 90 in this orientation is not considered a drainage fitting.

    If they screwed the pooch on those two things, then they likely screwed the pooch on the drain and foot vent below the floor.

    good call on the cleanout, but no requirement for drainage fittings on the vent portion in the u.p.c. anyways. i rarely see these done right by diyers.
    the code says a 45, 90(1.6 rad), 45 . it specifies drainage fittings for all parts of the vent below the floor only!
