meter housing full of water
When you find a meter housing full of water, do you write it up or call for further investigation?
We hadn't had too much rain. It could be ground water but who knows for sure right?

If I see a leak in the meter box I will write it up but not just because it has water in it.

I test backflow preventers and water in them often.

Never, unless I have reason to suspect there is a leak. Water is very common here at certain times of the year and all the time if they have an active irrigation system. I carry a hand operated bilge pump for just such occasions so that I can see the meter movement. If there is a leak in the meter housing it is sometimes visible before or after disturbing the water but you have to be wary of false signs.

cheap hand model bilge pump removes the water and possibly all doubt in less than a minute

When I see that, which is seldom, If I can see the meter I look to see if there's any water use. If no water use, I don't worry about it.
